The Stabilizer didn’t really disassemble the video signal and reassemble it. It just replaced the vertical sync signal with a block sync. The copyguard process back then used a screwy vertical sync signal with the intent that a non-mechanical device (such as a TV) would have no trouble with it while a mechanical device (such as a VCR) would not be able to deal with it properly.
Of course, many TVs had trouble with it, depending on how they processed vertical sync. A typical symptom of the problem was “flagging” where the top lines of the image would be bent to one side or another.
